One of our key ongoing projects is the Construction Supervision of Terminal 2, Package 1 (Terminal Project) and Package 3 (Airside Project) at the Kuwait International Airport. We are part of a consortium with Foster + Partners, Gulf Consult and Arup, with NACO having key roles since the early project stages (masterplanning), through the design development and now the Construction Supervision.
Construction of this EUR 4bn project started in 2016 with the construction of Terminal 2. This new terminal has an initial capacity of 25 MAP and a GFA of 700,000 SQM. Being the designers for the Package 3 Terminal Airside, which includes 51 narrowbody equivalent aircraft stands, remote stands, apron services, (cross-) taxiways, GSE, cargo and APM tunnels, a consolidation centre and catering building we have now been commissioned for the Construction Supervision for Package 3. Construction of Package 3 started in October 2024 and is due for completion in Q1 2027.
As part of our Construction Supervision team for Package 3 we are looking for an
Airside Deputy Resident Engineer.
What we are looking for
We are looking for someone to oversee and lead two of our on-site teams: the team of Airside Civil Engineers and the team of Airside Airport System Engineers, for the Construction Supervision of Package 3 of the new Terminal 2 at Kuwait International Airport, one of the most prestigious airport development projects in the Middle East of this moment.
You will report to and closely collaborate with the Resident Engineer, as well as with the Deputy Resident Engineer for Buildings, Landside and Airside Infrastructure and Utilities. You will also liaise and directly coordinate with the client MPW, Contractor, Subcontractors, and other Stakeholders such as the DGCA, to ensure that the new Terminal is built to the highest standards and according to Contract.
You will actively support the Resident Engineer to manage the project on a daily basis and you are one of the key linking-pins to a core team of experts in the NACO Headquarters in the Netherlands and to the NACO Management.
Your job
- Out of a team of nearly 120 Construction Supervision experts on site for Package 3 only, you oversee, lead and manage the team of Airside Civil Engineers of up to 17 highly specialized engineers and inspectors, and the team of Airside Airport System Engineers of up to 14 highly specialized engineers and inspectors
- Within your team(s), you work directly with the Lead- and Senior Engineers, and you'll be responsible for the team's performance, the review of shopdrawings and submittals prepared by the Contractor to ensure compliance with the specifications and design intent, as well as for the construction supervision activities and acceptance quality control to ensure the Contract compliant delivery and quality of the Construction Works by the Contractor
- Report to and closely collaborate with the Resident Engineer. Actively support the Resident Engineer and the Client MPW to manage the project on a daily basis by providing expert input, draft formal project correspondences and site instruction in collaboration with your Lead Engineers and the Contract Manager, assess and flag project risks, and propose mitigation and corrective actions
- Liaise and directly coordinate with the client MPW, Contractor, Sub-contractors, and other stakeholders on a daily basis. Keep the Contractor and Sub-contractors committed to their contractual obligations such as project schedule and quality of work requirements, as well as compliance to the applicable regulations and standards, local professional practices, and enforcement of the highest HSE standards on site
- Coordinate with the Deputy Resident Engineer for Buildings, Landside and Airside Infrastructure and Utilities of Package 3, as well as with other relevant Packages, ensuring proper interface management between the various (sub-)packages
- Responsible for keeping proper project records within the Airside Civil team and Airside Airport Systems team
- Contribution to and active participation in daily/weekly/monthly project reporting and project reviews together with the Resident Engineer and the NACO Management
Your Profile:
- A BSc or MSc in Civil Engineering, Electrical Engineering, or similar - less qualification will not be accepted
- A minimum of 20 years of working experience, of which 10+ years in the development of airports - less working experience will not be accepted
- Including a minimum of 8 years' experience in construction supervision services for Airside Civils and/or Airside Airport Systems, preferably in the Middle East - less working experience will not be accepted
- You have thorough knowledge of and experience in design and construction of airside civils such aprons and taxiways, including specialities such as asphalt and concrete mix design specifications. Having thorough knowledge of and experience in design and construction of airside airport systems such as PBB, AGL, AFL, GPU systems, as well as airside ICT and security systems such as apron video surveillance cameras, telecommunication services, airside security screening systems, network infrastructure and telecommunication services is an advantage
- A minimum of 5 years' experience in a PMC role (Project Management Consultant)
- Experience as a Resident Engineer or Deputy Resident Engineer is an advantage
- Proficient in Project Administration and Contract Management (especially FIDIC type of contracts, MPW (Kuwait) and CAPT (Kuwait) type of contracts)
- International working experience, including in the Middle East
- Strong Leadership and Management skills
- Excellent communication and negotiation skills for leading Client- and Contractor meetings
