We have a strong international reputation in airport consultancy in all its aspects including design and management of airport developments. One of our key ongoing projects is the Construction Supervision of Terminal 2, Package 1 (Terminal Project) and Package 3 (Airside Project) at Kuwait International Airport. We are part of a consortium with Foster + Partners, Gulf Consult and Arup, with NACO having key roles since the early project stage Masterplanning, through Design Development and now Construction Supervision.
Construction of this 4 Bio. EUR project started in 2016 with the construction of Terminal 2. This new terminal has an initial capacity of 25 MAP and a GFA of 700,000 SQM. Being the designers for the Package 3 Terminal Airside, which includes 51 Narrowbody Equivalent Aircraft Stands, Remote Stands, Apron Services, (Cross) Taxiways, GSE, Cargo and APM Tunnels, Consolidation Centre and Catering Building we have now been commissioned for the Construction Supervision for Package 3. Construction of Package 3 started in October 2024 and is due for completion in Q1 2027.
As part of our Construction Supervision team for Package 3 we are looking for a
Senior Contract Manager.
What we are looking for
We are looking for a versatile, experienced and hands-on Senior Contract Manager who will pro-actively manage and administer all contractual aspects on site for the Package 3 contract. This entails Contract Management both from financial and contractual/legal point of view. You are part of the leadership in the Lead Consultant's team on site. You will work closely on daily basis with and report to the Resident Engineer of the Lead Consultant, and you will frequently interact directly with key stakeholders such as the Client / Employer, the Contractor and others.
You have extensive post contract experience, and you will ensure the appropriate execution of contract(s), incl. E.g. Assessment of interim payment valuations, certification and final accounts, assessment and mitigation of construction changes/claims, provide ongoing pro-active contractual advice to the Resident Engineer / the Employer, and you take ownership over daily/weekly/monthly Project Reporting relevant to the Contract Management.
Your job
- You will be part of our Airside Construction Supervision team for Package 3, stationed in Kuwait
- You have ownership for the entire Contract Management of Package 3 both financially and contractually/legally, reporting to the Resident Engineer
- Leading and directly managing the Contract Management team consisting of 3 (other) experienced (Senior) Quantity Surveyors, ensuring full team integration and performance, as well as coordinating with other key project functions such as Project Planning and Controls
- Managing and administering the Project Contract(s), ensuring compliance with Terms and Conditions, as well as compliance with local laws, regulations, and industry standards
- Maintain comprehensive Project Records of all related communications and any changes
- Review of Interim Payment Certificates versus actual project progress and contractual Bill of Quantities
- Review and mitigation of (potential) Claims, Variations, Extension of Time Claims, and Contract Amendments
- Receipt, review and recording of warranties, affidavits, receipts, releases and waivers of lien or bonds indemnifying the Employer. Securing receipt of surety or sureties, if any, and prepare reduction or partial release of retention or the making of (final) payment vis a vis the preparation and issuance of Certificate(s) of (Substantial / Final) Completion
- Coordination of communications, approvals, notifications and record keeping relative to (changes in) the project. Drafting all contractual letters and response letters for approval and submission by the Resident Engineer and the Employer. Actively lead dispute prevention and resolution
- Daily/weekly/monthly reporting including preparing (relevant chapters of the) Monthly Progress Report
- Periodical reporting and analysis including general assessment of project performance, highlighting of critical issues and potential risks, as well as recommendations for corrective actions and dispute resolution and prevention
Your Profile:
- A BSc or MSc in Architectural, Civil, Mechanical, or Electrical Engineering, or similar
- Diplomas or certificates in Contract Management, Contract Administration or Cost Management. Accreditations such as for Chartered Surveyor are a pro
- A minimum of 20 years of working experience, of which 10 years related to Contract Management in the development or construction of Airports
- Including a minimum of 8 years on-site experience in Contract Management of Airport Projects, of which at least 5 years in a PMC (Project Management Consultant) role
- Active knowledge of standard contracts such as FIDIC. Knowledge of local government contracts in Kuwait particularly those of the Ministry of Public Works (MPW) and CAPT are a pro
- Proven ability to handle very large and complex infrastructural projects, substantiated by actual experience in the job requirements stated above
- International working experience, including in the Middle East
- Strong Leadership and Management skills
- Good command of the English language in writing and presentation
- Excellent communication and negotiation skills for leading client & contractor meetings
